Praying is one of the four things you can do at the "Comforting" tab in the Town Hall. Praying will increase loyalty by 25 and decrease public grievance by 5. Praying costs gold (gold cost equals to the total population of the city)however. Praying also increases prestige. Many players uses the method of praying to increase prestige. (Note that each city may pray only once per 15 minutes.) Praying is considered one of the fastest ways to gain prestige.
