Michelangelo's Script is required when you upgrade a lvl 9 building to lvl 10.
You receive one from the Package for Lords gift upon meeting the requirements.
Also drops at random when attacking higher level NPC cities or battling a large number of opposing troops (in valleys or player cities).
If you're lucky, you can get one from an Amulet.
